Worldwide, Singapore ranked 51st, along with San Francisco , with a rating of 88.7 points.
A rating of 80 to 100 points means that “there are few, if any, challenges to living standards”, while a rating of 50 points or below means that “most aspects of living are severely restricted”.
The top three spots were occupied by Vancouver , Melbourne and Vienna , with ratings of more than 97 points.
South Asian and African cities, such as Lagos , Harare and Dhaka , received ratings of below 40 points.
The poorest scores were attributed to violence through civil insurgency, crime, terrorism or war, said the EIU.
The inaugural survey of 140 cities described liveability across five categories: stability, culture and environment, health care, education and infrastructure.
“Hubs such as Hong Kong and Singapore perform well, reflecting locations where economic strength and political stability feed into strong infrastructure and broad cultural availability,” said the EIU.
